Wow! This is a great question and there are a lot of best practices around this topic. In short, I recommend fostering a love of reading and a love of books first. Once a child loves books and stories that sets a foundation for all future learning.

2 - Read books yourself in order to model that behavior to your child.
3 - Practice active and engaging reading to build their brain and make it fun.
One word of caution, with my own children I have found that if I pushed too hard they would resist so I have learned patience and tried to cultivate a love of learning.
